THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON Monday 19th March 2019
AT THE SHELFANGER VILLAGE HALL


PRESENT: Chair - Mrs M Paines, Deputy Chair - Mr Mick Paines, Mr P Chambers, Mrs M Hurst, Mrs P Ross & Mrs Pat Webster.
Members of the public: Mr S Groom   Mr J Easter, outgoing Clerk Mrs H Green & newly appointed Clerk Mrs L Easter
The Chair opened the meeting & asked if anyone wanted to use the public speaking time?
Mrs Pat Webster asked if a definitive map of Shelfanger Parish exists.  James Easter responded by pointing out that he has access to an online version.
READING & SIGNING OF THE MINUTES
An amendment to the last minutes was necessary to clarify the submission dates for the councillor’s nomination election papers.  Mrs M Paines then signed and Mrs Ross and Mrs Hurst seconded them as being a true account.
MATTERS ARISING:
•    Concerns over the unstable fence between Spa House and the Shelfanger Road continue.
•    Pam Ross has inspected the 30 perimeter posts on Boyland Common all of which have rotted at the bases.  Gemma from the Norfolk Wildlife Trust hopes they can provide funds for replacements. Mrs Webster will facilitate storage of replacement posts.

HIGHWAYS:  Reference was made to the grille in Common Road which gets blocked. The residents living close by are not prepared to clear it themselves as it is Highways responsibility. Clerk will continue to communicate with Bob West at NCC.
CORRESPONDENCE:
The Clerk will again write to the Planning Department to inform them about the identity of the person now residing in the caravan on the High London Lane site.
COUNTY CONCILLORS REPORT
Councillor Spratt was not in attendance this evening.

FINANCES:
A cheque for the sum of £1261.85 pence for wages and expenses was written to Mrs Helen Green and countersigned by Paul Chambers and Mrs Ross.
FOOTPATHS:
The two finger posts obtained from the Highways Department have been placed to determine the footpath from High London Lane towards the Crofts. Another has been placed near Villa Cottages.  Eleven way markers were also obtained and will be used as replacements where necessary.
BOYLAND COMMON:
Mrs Ross has the final version of the Wildlife in Common management plan with the following suggestions.
1.    Pollarding of an Ash tree
2.    Coppicing Willows
3.    Cutting back brush & scrub
4.    Continuation of seasonal hay cutting
5.    Scything
The Norwich Wildlife Trust provides various talks and workshops for those interested in the upkeep of Commons. The next one ‘Guide to wildlife identification is on 14th May ’19  ‘Guide to wildlife’ identification.
WEBSITE:
Paul Chambers has now added all the village hall regular events onto the village website calendar.  James Easter will keep Paul updated about any changes.
VILLAGE  HALL:
The village hall social club extension has begun and further fund raising events are planned for 2019.
